With reference to the running losses on the Canton steamers from outbreak of the Canton boycott to the end of February, I have the honour to subuit for the consideration of His Excellency, and in support of our appeal for assistance in meeting the running losses to the end of February and the inevitable further losses which must be met whilst present conditions obtain; certified accounts in support of our appeal and which have already been submitted to and approved by the Colonial Treasurer:-
